Ethiopia’s plan to develop Bishoftu International Airport is emerging as one of Africa’s most consequential aviation infrastructure projects, while growing international interest is bringing the United States and China into an increasingly important commercial contest around the development.
Ethiopian Airlines places the first-phase investment at approximately USD 12.5 billion, with the new greenfield airport planned around 40 kilometres from Addis Ababa. Phase one is designed to accommodate 60 million passengers annually by 2030, while the long-term master plan provides for capacity of as many as 110 million passengers a year.

Bishoftu is being developed because Ethiopia’s aviation ambitions are rapidly outgrowing the long-term capacity available at Addis Ababa Bole International Airport.
Ethiopian Airlines has developed Addis Ababa into one of Africa’s most important connecting points, building a network linking African destinations with cities across Europe, Asia, the Middle East and the Americas. Continuing that growth requires infrastructure capable of handling substantially larger passenger and aircraft volumes.
Bishoftu is therefore designed as a new global hub rather than simply another airport serving the Ethiopian capital.
The selected site also has operational advantages. Ethiopian Airlines identifies the Bishoftu location at an altitude of approximately 1,910 metres, lower than Addis Ababa Bole, which can improve aircraft payload and range performance.
Once phase one is completed, the airport is expected to handle up to 60 million passengers annually. Its long-term capacity of 110 million passengers would put Ethiopia in an entirely different category within African airport infrastructure.
Chinese companies have established a substantial presence during the prequalification stage for the airport’s main engineering, procurement, construction and financing packages.
Ethiopian Airlines has divided the main development into packages covering principal airport facilities, support facilities, airfield and infrastructure works, and off-site connections.

Companies from several other countries and international partnerships are also represented in the competitive process. Bishoftu should therefore be understood as an international procurement contest in which Chinese companies currently have particularly strong representation.
The relationship extends beyond construction.
In March 2026, a senior Ethiopian delegation travelled to China for high-level financial discussions that included arrangements connected with Bishoftu International Airport.
The Ethiopian Ministry of Finance confirmed engagements with major Chinese institutions including the Export-Import Bank of China, Industrial and Commercial Bank of China and China Development Bank.
These talks demonstrate Ethiopia’s willingness to explore Chinese financing as it assembles the large pool of capital required for the airport.
China already has extensive economic and infrastructure relationships across Ethiopia, meaning its institutions enter the discussions with considerable experience of the country’s development landscape.
Nevertheless, Chinese financing is only one component of the wider funding picture. Ethiopia is simultaneously working with multilateral partners, most importantly the African Development Bank.
The United States is seeking commercial opportunities associated with Bishoftu even though American construction companies do not have the same visibility as Chinese groups on the major civil works shortlist.
US officials have indicated that Washington is working to secure meaningful American participation, with aviation equipment, aircraft-related technology and other specialised systems offering potential areas of involvement.
That creates a different competitive dynamic.
Chinese businesses have a particularly visible presence in major infrastructure construction, while American companies have globally established capabilities in commercial aircraft, engines, aviation technology, airport systems and related equipment.
As Bishoftu progresses, the commercial competition may therefore extend well beyond the companies physically constructing terminals and runways.
A modern international hub requires sophisticated baggage systems, security infrastructure, digital technology, communications, ground equipment, airfield systems and other specialist services.
This makes Bishoftu a potentially valuable market for companies from numerous countries, including the United States.
The African Development Bank has become one of the most important institutional participants in the development.
Ethiopian Airlines appointed the bank as an initial mandated lead arranger for the financing of the project. The bank has indicated direct financing of USD 500 million, while also taking responsibility for helping mobilise substantial additional resources.
Its involvement is important because a project of Bishoftu’s magnitude requires a sophisticated financing structure rather than dependence on a single source of capital.
The African Development Bank has subsequently advanced work connected with the project, including procurement relating to financial and insurance advisory services.
This multilateral involvement could provide Ethiopia with greater flexibility as it considers different lenders, contractors and financing structures.
It also makes the project more than a straightforward bilateral competition between Washington and Beijing.
The airport’s most significant impact may ultimately be felt across Ethiopian Airlines’ African network.
The carrier has built its business model around connecting African markets with each other and with major international destinations through Addis Ababa. A substantially larger hub would give it additional infrastructure to support passenger growth, fleet expansion and new routes.
A 60-million-passenger airport would provide considerably greater room for connecting traffic, while eventual capacity of 110 million passengers could support an aviation ecosystem operating on a global scale.
The implications could extend to smaller African markets as well.

Ethiopia itself could also benefit from greater passenger traffic if tourism authorities and businesses successfully encourage connecting passengers to extend their journeys and visit the country.
The airport could consequently serve two functions: supporting Ethiopia as a destination while simultaneously operating as a gateway for tourism elsewhere in Africa.
Passenger traffic represents only one component of the airport’s potential economic impact.
Ethiopian Airlines has developed a major cargo operation, and the Bishoftu project is designed to support significantly greater freight capacity as the airline expands.
Air cargo is particularly important for time-sensitive and high-value exports, including agricultural products, perishables and manufactured goods.
For Ethiopia, better aviation logistics could strengthen access to overseas markets while supporting sectors dependent on rapid transportation.
The airport’s wider transport connections will therefore be crucial. An international hub of this scale needs effective road and logistics infrastructure to move passengers and freight efficiently between the airport, Addis Ababa and surrounding economic areas.
There is genuine strategic competition surrounding the project, but describing Bishoftu exclusively as a two-country confrontation would oversimplify what is happening.
Chinese companies have achieved significant representation in construction prequalification, and Chinese financial institutions have held discussions with Ethiopian officials. The United States is simultaneously seeking greater commercial participation for American aviation and technology companies.
However, European, Turkish, South Korean, Middle Eastern, Indian and other international businesses are also represented in the procurement landscape, while the African Development Bank occupies an important financing position.
Ethiopia therefore has an opportunity to pursue a diversified partnership model rather than depending entirely on one geopolitical bloc.
The critical question will be which combination of contractors, lenders and technology suppliers offers the country the strongest balance of cost, financing, technical capability and long-term operational value.
The project has moved beyond the conceptual stage, with Ethiopian Airlines having formally advanced construction preparations and the procurement process for major works.
Phase one is targeted for completion in 2030, when the airport is expected to have capacity for approximately 60 million passengers annually. Later expansion would raise the planned ceiling to 110 million.
Much will happen before those targets are achieved.
Financing arrangements must continue to develop, major construction contracts need to progress through procurement, complex infrastructure must be delivered and the eventual transition of large-scale hub operations will require extensive planning.
For the aviation and tourism industries, however, Bishoftu already deserves close attention.
The project represents Ethiopia’s attempt to create aviation infrastructure capable of supporting decades of Ethiopian Airlines growth while strengthening the country’s position as an African gateway.
At the same time, intense interest from China, the United States, multilateral lenders and international construction groups illustrates how strategically important African aviation infrastructure has become.
Bishoftu International Airport is therefore more than a new terminal and runway development. If delivered at its planned scale, it could reshape Ethiopia’s aviation economy, strengthen connectivity across Africa and influence how major international partners compete for a role in the continent’s next generation of transport infrastructure.
