Under the revised wage framework, workers in Zhuhai will receive a new minimum monthly salary floor of RMB2,300, equivalent to around MOP2,756.46 or US$341. The updated figure establishes the lowest legal monthly payment employers must provide to eligible full-time workers in the city.

For employees paid based on hourly work arrangements, the minimum hourly wage in Zhuhai will rise to RMB21.9 per hour. This change will provide additional income support for part-time workers and employees whose earnings are calculated according to working hours rather than a fixed monthly salary.

The same wage standards will also apply in Foshan, Dongguan and Zhongshan. These cities are among Guangdong’s important industrial and commercial centres, with large numbers of workers employed in manufacturing, technology, logistics, services and other sectors.

By introducing a unified wage level across these cities, authorities are creating a more consistent employment standard in areas with similar economic development patterns and labour market conditions.

Guangzhou and Shenzhen Receive Guangdong’s Highest Wage Levels

The province’s two major economic powerhouses, Guangzhou and Shenzhen, will continue to maintain the highest minimum wage levels under the updated system.

Workers in Guangzhou will see the minimum monthly wage increase to RMB2,680, while Shenzhen will implement a slightly higher monthly minimum salary of RMB2,700. These figures reflect the cities stronger economic activity, higher living costs and significant role in Guangdong’s regional and national economy.

For hourly workers in both Guangzhou and Shenzhen, the minimum payment level will be set at RMB25.4 per hour. This represents the highest hourly wage category in the province and applies to employees working under hourly compensation arrangements.

Both cities are recognised as major business, technology and manufacturing hubs. Shenzhen is one of China’s leading innovation centres, while Guangzhou remains a key commercial and transportation hub. Their higher wage levels reflect the demand for skilled labour and the higher operating costs faced by workers living in these urban areas.

Remaining Guangdong Cities Follow Separate Wage Category

Cities across the rest of Guangdong province will follow another wage category under the new system. Employees in these areas will receive a minimum monthly salary of RMB2,040, while hourly workers will have a minimum payment rate of RMB20.2 per hour.

The different wage categories are designed to match the economic differences between cities. Guangdong is one of China’s most economically diverse provinces, with major metropolitan areas existing alongside smaller industrial and developing regions.

The tiered approach allows authorities to consider factors such as local economic growth, business conditions, employment demand and living expenses when setting minimum wage standards.
