Finland Launches Helsinki-Tallinn Electric Aviation Study to Create Faster Regional Travel Links

Finland has begun a new electric aviation study examining faster and more efficient travel connections between Helsinki and Tallinn. Electra, the City of Helsinki and Haaga-Helia University of Applied Sciences have joined forces to see how Ultra Short next generation aircraft may change regional air mobility across the Gulf of Finland. The study will evaluate if a more sustainable alternative for one of the Northern Europe’s most active cross-border travel corridors can be made with low emission aircraft and compact aviation access points.

The partners have signed a Memorandum of Understanding (MoU) to evaluate the potential of Electra’s Direct Aviation model, which uses Ultra Short aircraft designed to operate from compact locations closer to where passengers begin and end their journeys. The initiative aims to explore how emerging electric aviation technology could complement existing transport networks and improve regional mobility.

New Electric Aviation Concept Targets Faster Helsinki-Tallinn Connectivity

The feasibility study will focus on developing a new approach to Helsinki-Tallinn connectivity by examining the use of Electra’s Ultra Short aircraft alongside smaller aviation access points located closer to urban areas.

Unlike traditional airports that require passengers to travel to large terminals and complete standard airport procedures, the Direct Aviation concept is designed around smaller facilities that can bring air services closer to communities, businesses and tourism centres.

Electra’s Ultra Short aircraft technology is designed to take off and land using distances of around 50 metres, allowing operations from significantly smaller spaces compared with conventional aircraft. This capability could open possibilities for regional connections where traditional aviation infrastructure is difficult or costly to develop.

The study will also investigate other regional destinations that could benefit Helsinki residents, companies and visitors through faster, low-emission transportation options.

Millions of Travellers Cross Gulf of Finland Every Year

Helsinki and Tallinn are located approximately 80 kilometres apart, creating one of Northern Europe’s strongest cross-border connections. Around 7.5 million people travel between the two cities annually for business, tourism, education and cultural activities.

Despite the short geographical distance, current travel options can involve considerable time. Ferry services generally require about two hours for the crossing, while additional time is needed for transfers, boarding procedures and waiting periods.

Direct Aviation Model Could Redefine Regional Travel

Electra’s Direct Aviation concept combines electric aircraft technology with smaller access points positioned closer to passenger origins and destinations.

The approach aims to reduce travel friction caused by long airport transfers, ferry schedules, road journeys and connections through major transport hubs.

By using compact aviation infrastructure, the model could create new opportunities for regional transportation networks while supporting lower-emission travel.

The Gulf of Finland has been identified as a suitable area to examine this concept because of its strong economic relationship, high passenger movement and close proximity between major urban centres.

The research will analyse whether such a system could become commercially viable while addressing operational, regulatory and infrastructure requirements.

Study to Examine Passenger Demand, Costs and Infrastructure Needs

Under the agreement, Electra, Helsinki and Haaga-Helia will conduct a detailed feasibility assessment covering multiple areas required for future electric aviation operations.

The research will examine possible access-point locations, infrastructure design requirements, passenger demand patterns, operating costs and regulatory considerations.

Passenger demand analysis will include current ferry and air travel movements between Helsinki and Tallinn. Researchers will also study whether faster connections could create additional travel demand among business travellers, tourists and local residents.

The evaluation will consider variations in passenger demand based on travel seasons, ticket pricing, weekdays, weekends and different times of the day.

Electra will assess the technical requirements and estimated costs of developing Ultra Short aircraft access points at locations identified by the City of Helsinki.

The study will also explore possible public-private partnership structures that could support future implementation.

Helsinki Studies Sustainable Mobility Opportunities

The City of Helsinki is examining how emerging transportation technologies can support sustainable growth while improving accessibility and international connectivity.

The feasibility study is expected to conclude by the end of 2026. The findings will help determine whether Ultra Short aviation infrastructure could be developed in Helsinki and whether a future commercial service could be established.

Electra will use the research results to develop a roadmap for potential access-point deployment and identify possible business models for launching regional operations.

The company believes that electrification could create a new phase of aviation where smaller aircraft connect communities that are currently underserved by traditional air networks.
