The Ministry of Tourism of Cambodia, headed by H.E. Mr Huot Hak, has made substantial progress with the city officials of Sanya, Hainan Province, China, towards establishing a Memorandum of Understanding (MoU) on tourism cooperation. This agreement would help increase the number of Chinese tourists visiting Cambodia, which would further promote the growth of the tourism sector in the country.

The high-level delegation, consisting of both public and private sector officials of Cambodia’s tourism industry, held discussions with Mr Chen Xi, Governor of Sanya, and other officials from the municipality regarding ways to expand the partnership between the two nations in terms of tourism. Their above move reflects the Cambodian Government’s efforts to contribute to its vision of making the tourism sector a significant contributor to the economy, while also expanding the source market of tourists to the country.

Sanya Welcomes Cambodia’s Tourism Potential

During the meetings, Sanya officials highlighted Cambodia’s stability, cultural richness, and tourism potential, particularly in Siem Reap province, home to UNESCO World Heritage Sites and a top destination for international visitors. Sanya recognised that increased promotion of Cambodia’s heritage, wellness, and adventure offerings can expand visitor flows, benefiting Cambodia’s tourism economy.

Sanya, often called the “Hawaii of the East”, boasts scenic beaches, modern infrastructure, and year-round warm weather. Its strengths as a leisure tourism hub and investment destination make it a strategic partner to support Cambodia’s future tourism sector expansion, with direct benefits for hotels, tour operators, and local communities.

Formal Tourism Cooperation Mechanisms to Boost Sector Growth

Both sides agreed to explore signing a formal MoU between Sanya city and Cambodian provincial and municipal tourism authorities. This framework would facilitate joint tourism promotion, product development, and knowledge sharing between Cambodia and Sanya. Such cooperation is expected to support private sector engagement, attract investment in Cambodian tourism infrastructure, and accelerate economic benefits from higher tourist volumes.

Officials emphasised the importance of direct flight connections between Sanya and Cambodia’s main tourist hubs: Phnom Penh, Siem Reap, and Sihanoukville. Improved air connectivity is projected to facilitate more seamless travel experiences, encourage longer stays, and support multi-destination itineraries.

These initiatives not only improve convenience for travellers but also strengthen the tourism supply chain, enabling Cambodia to capture a larger share of China’s outbound tourism and fostering economic growth through higher spending in accommodation, dining, transportation, and leisure services.

Visa-Free Access and Promotion Initiatives

Cambodia’s government has introduced a four-month visa-free pilot for Chinese nationals, effective June–October 2026, allowing stays of up to 14 days with multiple entries. Simplified entry procedures are expected to boost Chinese arrivals, increase tourism revenue, and stimulate long-term investment in hospitality and tourism infrastructure.

Additionally, the Cambodian delegation requested Sanya’s support for tourism business forums, FAM trips, and influencer programs to promote Cambodian destinations. Moreover, these initiatives aim to strengthen sector partnerships, encourage cross-border collaboration among travel agencies, hotels, and airlines, and accelerate tourism product innovation, all contributing to sustainable sector growth.

The partnership with Sanya is a strategic lever for Cambodia to expand its tourism economy, enhance employment opportunities, and stimulate regional development. Increasing Chinese visitor numbers directly benefits local businesses in hotels, transport, cultural attractions, and tour operations.
