Cook Islands is looking to connect the existing traditional approaches to marine resources with modern conservation by continuing to support a system of customary marine closures (Ra’ui) that currently conserve reef resources, with new citizen science initiatives which connect traditional knowledge of the environment and marine monitoring. Ra’ui sites have been a traditional way by which community leaders on Rarotonga (and the surrounding islands) decree temporary prohibition on access for harvesting of marine resources, which differs from government-appointed marine protected areas, as they are based on a traditional system and regulated by traditional practices. As the Cook Islands begins to look towards how to bridge traditional and scientific methods of management of its marine resources, the approach is beginning to get new recognition.
Rarotonga has a long history of Ra’ui sites distributed around its coastal waters.
Government environmental records list areas including Aroko, Aroa, Akapuao, Pouara and Nikao among Rarotonga‘s Ra’ui. Rules vary between locations, but generally involve restrictions on taking coral, fish and invertebrates, while some recreational activities remain permitted.
An earlier national assessment identified six Rarotonga Ra’ui, including Tikioki, Akapuao and Aroko, illustrating how the customary system has been applied across different coastal communities.

The closures can be temporary or continue for longer periods depending on decisions made by traditional leaders and communities.
At Aroa, for example, a Ra’ui established in 1995 continues to be actively discussed by local traditional leadership. In 2025, Mataiapo Samuel called on residents and visitors to respect the protected area, describing coral recovery and increasing turtle sightings within the lagoon.
Ra’ui is not simply a modern conservation label applied to an existing reef.
The system is rooted in customary governance, with Aronga Mana and community leaders determining where restrictions apply and when harvesting can resume. The Ministry of Marine Resources monitors Ra’ui areas through surveys but has stated that they are implemented and managed through traditional systems rather than directly administered as government marine protected areas.

That distinction is important for tourism and conservation planning.
Ra’ui can provide communities with a mechanism to respond to local conditions, resource availability and food-security requirements while retaining customary authority over coastal areas.
A 2025 public seminar in Rarotonga focused specifically on the benefits and effectiveness of Indigenous Ra’ui as conservation measures. The event brought together traditional leaders, marine scientists and representatives from other Pacific communities to compare customary approaches to marine management.
The Cook Islands is now taking another step by integrating customary practices with accessible scientific monitoring.
In March 2026, traditional leaders, government representatives, educators, communities and conservation organisations co-designed a marine citizen-science framework under the Kura Tapu initiative.
The programme combines traditional ecological knowledge with tools including underwater photogrammetry, water sampling for environmental DNA and drop cameras for fish-population surveys. Ra’ui is specifically identified as one of the traditional practices that can underpin this new monitoring approach.
The first field pilots were subsequently conducted on Atiu and Mauke in 2026, with students undertaking biodiversity surveys, photogrammetry and underwater video transects.
Although these pilots are not limited to Rarotonga, they show how the country’s customary marine-management systems are being connected with a wider citizen-science network.
For visitors, Ra’ui creates a different framework for experiencing Rarotonga’s lagoons.
Protected areas can remain part of the visitor landscape without becoming extraction zones. Swimming, snorkelling and other recreational activities may continue where local rules permit, while harvesting restrictions give marine habitats periods of reduced pressure.
The approach can also provide a foundation for educational tourism, where visitors learn about customary marine governance and reef ecology rather than simply consuming the lagoon as a recreational setting.
At Aroa, local leaders have specifically linked the condition of the Ra’ui with what visitors can observe in the lagoon, including coral and marine wildlife.
This creates a direct connection between the health of protected waters and the quality of the visitor experience.
Citizen science adds another potential dimension to marine tourism.
The 2026 Kura Tapu framework is designed to give communities practical tools for understanding their marine resources while strengthening intergenerational knowledge. Participants can learn to document reef conditions, identify biodiversity and interpret changes in marine ecosystems.
For tourism, comparable approaches could allow carefully managed visitor programmes to support awareness without turning sensitive reefs into high-intensity attractions.
The emphasis remains on observation rather than touching, collecting or disturbing marine life.
Ra’ui provides the Cook Islands with a framework for marine conservation which integrates indigenous governance with the decision-making capacity of its people. Both on the island of Rarotonga, with examples of customary closures that have stayed part of coastal management, like at Aroa and Tikioki, and in initiatives of the citizen-science effort for 2026, where indigenous knowledge has been incorporated into modern monitoring science. In terms of marine tourism, this can also be an approach that has sustainability at its core in terms of the health of the reef and cultural stewardship. But it appears to be a way for a people not just to move away from indigenous practice to an administrative system, and for citizens to draw on Ra’ui for contemporary conservation measures, science and tourism throughout its islands.
