Thailand has launched a bold tourism safety overhaul in Pattaya to address growing concerns over visitor security and declining international arrivals. By integrating advanced technologies like AI surveillance, reforming transport regulations, and deploying mobile police units, the country aims to rebuild traveler confidence, enhance real-time protection, and position Pattaya as a model for nationwide tourism revitalization.
Thailand Launches Bold Safety and Tourism Revival Strategy in Pattaya to Boost Visitor Confidence

Thailand has rolled out a sweeping initiative to restore international tourist confidence and enhance domestic travel, beginning with a multi-agency collaboration in Pattaya. The move comes amid a broader national strategy to address declining tourist numbers and strengthen safety across the country’s most visited destinations.
At the core of this safety campaign is the “SUPER Safe City Sandbox,” an advanced public security model powered by state-of-the-art technology. The initiative integrates Artificial Intelligence (AI), Big Data analytics, and high-resolution surveillance systems in areas flagged as high-risk. These tools are designed to detect and prevent crimes proactively, enabling authorities to act before incidents escalate.

In parallel, the Tourist Police are increasing their visibility and support capabilities through the deployment of specialized mobile service vehicles. These units are equipped with AI-powered facial recognition tools, multilingual emergency hotlines, and an integrated SOS mobile application. The aim is to provide rapid, real-time assistance to travelers while enhancing overall security responsiveness across tourist-heavy zones.
Transport safety, particularly involving motorcycle taxi services, is also under review. Authorities are implementing new safety protocols by issuing identification vests to drivers. These vests will prominently display a photograph and a QR code, which, when scanned, reveals the driver’s background information. This initiative is expected to boost passenger confidence, reduce fraudulent operations, and ensure a more secure travel experience for visitors.
This comprehensive safety upgrade is part of a larger national directive to reshape Thailand’s tourism image and reestablish its standing as a preferred global destination. Pattaya, being one of the country’s busiest tourist cities, has been selected as the first area to undergo this transformation, with similar measures planned for other key cities like Phuket and Bangkok.
The push for improved safety measures coincides with a high-level strategic meeting held in Pattaya, bringing together government departments, private sector leaders, and tourism industry stakeholders. The meeting focused on addressing existing vulnerabilities, identifying local challenges, and gathering expert input to develop concrete safety and development plans.
One of the key objectives discussed was restoring traveler confidence through new events and tourism activities that will energize the local economy and attract a wider demographic of international and domestic visitors. Infrastructure upgrades and security enhancements were identified as vital components for sustained tourism growth in the region.
A consensus was reached on the importance of protecting all types of visitors—whether they are residents, vacationers, or travelers in transit. This collective agreement is expected to pave the way for quicker, more unified solutions to tourism-related concerns throughout Thailand.
Amid efforts to revive international tourism, authorities also acknowledged the decline in Chinese visitor arrivals—one of Pattaya’s key markets. In response, the Tourism Authority of Thailand (TAT) has launched targeted campaigns to reignite interest and drive fresh bookings from the Chinese travel segment.
Despite this dip, Pattaya remains a favored destination among European and Chinese tourists. A variety of promotional campaigns have already been executed to bridge the gap, and a new wave of culturally diverse events is set to launch soon, further enhancing the city’s year-round appeal.
On the domestic front, Thailand’s “Rao Tiao Duay Kan” (We Travel Together) co-payment program is undergoing scrutiny due to administrative delays. Initially drawing over 40,000 operator registrations, only 7,000 have been fully approved due to complications in document submissions and application processing.
To streamline access and maximize the program’s benefits, tourism officials have been instructed to accelerate the resolution of these bureaucratic barriers. The intention is to simplify the process and enable more businesses to participate, particularly small and mid-sized tourism providers.
As for public access, all 500,000 subsidies offered under the co-payment scheme remain valid, with over 180,000 already utilized. The remaining travel perks—redeemable for accommodation and dining—are available until 31st October 2025. These privileges continue to serve as a significant incentive for domestic travelers, providing a much-needed lift to local tourism operators across the country.
Overall, Thailand’s multi-pronged approach—combining safety innovation, strategic marketing, and government-backed support schemes—aims to reset the tourism narrative and position the country for a strong recovery in 2025 and beyond.
