Moldova Expands Medical Tourism as Foreign Patients Drive Healthcare Growth
The medical tourism industry of Moldova is developing very quickly, as there is an increasing number of patients coming to Moldova from abroad for dentistry, cosmetic surgery, fertility treatments, and other services. Claims about the fact that Moldova is going to exceed $100 million in 2026 can be considered as a forecast rather than an achieved result. Nevertheless, the sector continues to grow until 2026. Representatives of the industry have estimated the income from medical service exports at about $22 million in Q1 2026, with growth of about 30% YOY.
Dental Care Leads International Demand
Dental treatment is one of Moldova’s strongest medical tourism segments.
Invest Moldova identifies dentistry as the country’s most attractive international medical service, with foreign patients seeking procedures including implants, prosthetics and aesthetic dentistry.
The country’s competitive advantage is largely based on cost. Invest Moldova says dental procedures can often be 50% to 70% cheaper than in Western Europe, although prices vary by clinic, treatment and individual patient requirements.

Patients also travel to Moldova for cosmetic surgery, ophthalmology, fertility treatment and more complex procedures.
The principal international markets include Romania and Italy, alongside patients from Ukraine, Germany, Poland, Switzerland, the United Kingdom, Israel, Canada and the United States.

Medical Exports Continue to Rise
Moldova’s medical tourism growth is part of a broader increase in exports of healthcare services.
Invest Moldova reported that medical services provided to foreign patients generated $25.1 million in 2020, rising to approximately $64.4 million in 2024.

The sector therefore more than doubled its export value in four years.
The September 2026 figure of $85.44 million for 2025 indicates that expansion continued strongly.
The growth is important for Moldova because medical tourism generates revenue beyond hospitals and clinics. International patients require accommodation, transport, food, pharmacies and other services, creating a wider economic impact.
Authorities Prepare a 2026–2030 Strategy
Moldova’s government is now seeking to give the sector a more structured development framework.

In 2026, authorities, business representatives and the Medical Tourism Association began discussions on establishing a Medical Tourism Dialogue Platform and a Roadmap for 2026–2030.
The initiative is intended to support Moldova’s ambition to become a regional medical tourism hub.
Health Minister Emil Ceban has backed the development of medical tourism while emphasising the importance of building a competitive healthcare environment.
The strategy discussions are also examining investment, international promotion, infrastructure, digitalisation and cooperation between healthcare providers and tourism businesses.
International Accreditation Remains Important
Moldova’s medical tourism sector faces an important challenge as international competition increases.
Cost advantages can attract patients, but international healthcare travellers also look for evidence of clinical quality, accreditation, transparent pricing, multilingual communication and reliable aftercare.

The government and industry have previously identified international accreditation of clinics as an important priority.
Invest Moldova’s current investor material specifically promotes investment in internationally accredited dental services, combining medical treatment with accommodation, transfers, bilingual support and cultural or wellness experiences.
This reflects a shift towards treating medical tourism as a complete travel product rather than simply a hospital visit.
Chisinau Is the Main Medical Gateway
Most international medical tourism activity is concentrated around Chisinau, where Moldova’s largest private clinics and specialist healthcare facilities are located.
Chisinau International Airport is therefore a critical part of the industry’s infrastructure.

Moldova’s National Bureau of Statistics recorded 257,300 tourists staying in accommodation establishments during January–June 2026, an increase of 15.8% from the same period in 2025.
Foreign visitors represented 159,600 of those tourists, or 62% of the total.
Tourism organised through travel agencies also increased. During the first half of 2026, agencies served 38,600 foreign visitors, up 4.2% year on year. Visits specifically for treatment increased 15%.

These figures do not measure the entire medical tourism market because many medical travellers arrange treatment directly with clinics rather than through tourism agencies. Nevertheless, they provide an indication that healthcare-related travel is becoming more visible within Moldova’s wider tourism economy.
Moldova Builds a Wider Medical Tourism Offer
The country’s medical tourism proposition extends beyond low-cost dentistry.
Fertility treatment, cosmetic surgery, ophthalmology and specialist procedures are increasingly promoted to international patients.
Moldova’s geographic position gives it access to large European markets, while its relatively low operating costs provide an advantage over many Western European destinations.
The sector also benefits from Moldova’s growing international tourism profile, including wine tourism, cultural attractions and countryside experiences that can complement longer medical stays.
However, patients should assess individual clinics, practitioner qualifications, accreditation, treatment risks, pricing and aftercare independently before travelling for medical treatment.
2026 Could Mark Another Strong Year
The exports of medical services of Moldova are already much higher than they were five years ago, and figures for the first quarter of 2026 suggest that they continue to grow. This $100 million threshold should thus be treated as a milestone expected in the future rather than a result achieved by Moldova in 2026. The more important fact is that the authorities are making an effort to build a formal framework of medical tourism for 2026-2030. If Moldova manages to increase the international accreditation of its hospitals, improve airport connections, digital healthcare services and coordination of patients, as well as to retain its cost advantages, the country might see a rise in medical tourism in the near future. For Europeans, Moldova becomes more of an option to receive dental, fertility, cosmetic and selected specialists’ treatment.
