Foreign visitors hoping for a simpler way to enter the Democratic Republic of the Congo have been given an indication of government intent, but no new visa service has been launched. The DR Congo e-Visa project was discussed in Kinshasa on 14 October 2026, when two ministers examined plans for an integrated digital application platform.

The proposed reform is intended to modernise consular services and reduce administrative difficulties for applicants. For anyone organising DR Congo travel, the distinction matters: an online service already covers certain airport visas, while the broader system remains a government plan without a confirmed start date.

Kinshasa Ministers Revisit Plans for a Centralised Electronic Visa Platform

On 14 October, Foreign Affairs Minister Thérèse Kayikwamba Wagner met Digital Economy Minister Augustin Kibassa Maliba to discuss an integrated electronic visa application platform. Their meeting was confirmed in a statement issued by the Ministry of Foreign Affairs.

The ministry linked the initiative to President Félix-Antoine Tshisekedi Tshilombo’s priorities for modernising consular administration. A more competitive and transparent procedure was identified as an objective, alongside simpler access for foreign applicants. Officials described the need for a system through which visa requests could be processed more efficiently.

These discussions did not amount to the introduction of new DR Congo visa requirements. Rather, they concerned the proposed means of applying for visas. The ministry did not explain how the future platform would operate or which travellers would be eligible.

The renewed focus comes as the separate Republic of the Congo pursues its own electronic visa and electronic travel authorisation plans. The two countries’ initiatives should not be confused.

Electronic Visa Reform Dates Back to Government Proposals Announced in 2023

The idea was first outlined in October 2023, when an ‘e-Visa and e-Tourism‘ platform was proposed by the government. According to the Council of Ministers report dated 13 October 2023, overseas applicants would be able to request visas online, with electronic management planned across 61 diplomatic missions and consular posts worldwide.

The initiative was discussed in November 2024. Tourism Minister Didier M’piamba indicated that preliminary results were expected in early 2025, although the October 2026 ministry statement did not confirm an operational launch.

In June 2025, Kayikwamba Wagner reiterated the ambition to establish a fully digital system. Secure banking transactions were identified as an essential element of the planned application process.

For DR Congo tourism, the original project’s reference to e-Tourism highlighted the connection made by officials between visitor services and consular modernisation. Yet the proposed DR Congo online visa application system had still not been given a confirmed launch date following the October 2026 meeting.

Government Budget Frameworks Identify a US$53.3 Million Digital Visa Initiative

Government budget documents provide evidence that the proposal remains on the agenda. In September 2024, the Ministry of Budget’s 2025–2027 Fiscal Risk Statement described the design, implementation, operation and maintenance of an integrated platform called EVISA RDC.

An estimated cost of US$53.3 million was recorded. The project was presented as a public-private partnership organised through a concession, and its contract was described as awaiting approval at that time. That status should not be interpreted as confirmation of the contract’s position in October 2026.

Support for the integrated platform was identified in the government’s 2026–2028 Medium-Term Budget Framework, among digital economy priorities. Neither document established how far technical development of the new electronic platform had progressed.

The repeated references are relevant to DR Congo tourism and other forms of international visitation, but they do not establish when electronic consular visas will become available.

Existing Online Visa Services Remain Available Under Certain Entry Conditions

The government portal, evisa.gouv.cd, supports certain applications. In particular, eligible visitors can apply online for an airport visa, also called the VAP or visa volant, before departure. Under this arrangement, the visa is issued on arrival in the Democratic Republic of the Congo.

That service should not be mistaken for the comprehensive DR Congo online visa application platform now under discussion. The proposed system is intended to bring a wider range of consular processes into integrated digital management, but the extent of that coverage has not been specified.

For those preparing DR Congo travel, current procedures remain important. The October ministerial statement announced neither a launch date nor eligible nationalities, visa categories, payment methods or processing arrangements for the future system.

Applicants checking DR Congo visa requirements should therefore rely on the procedures currently in force rather than treating the proposed platform as an available replacement.

Conclusion: DR Congo’s Planned Digital Visa System Still Awaits a Confirmed Launch

The DR Congo e-Visa initiative remains an active government objective, supported by ministerial discussions and references in official planning documents. Its history reaches back to the 2023 e-Visa and e-Tourism proposal, while a limited online airport visa service already operates separately. What remains unresolved is the timetable and practical scope of the wider platform.

No new eligibility rules, application fees or launch date were confirmed on 14 October 2026. Travellers should continue to follow existing entry procedures and check applicable visa conditions before departure. For now, the latest announcement signals continued official planning, not a completed change to visa access.
