In a strategic move to bolster tourism, the Papua New Guinea Tourism Promotion Authority (TPA) and the Kairuku District Development Authority (DDA) have formalized a partnership through a Memorandum of Understanding (MoU) signed on January 17, 2025.

This collaboration aims to unlock Kairuku District’s tourism potential by focusing on sustainable development, cultural preservation, and targeted marketing initiatives.

Key Initiatives Under the MoU

The partnership outlines several initiatives designed to position Kairuku as a premier tourism destination:

• PNG Flag Festival: An annual event intended to celebrate national heritage and attract both domestic and international visitors.
• Owsenwke Cultural Centre Development: Establishing a center to showcase the district’s rich cultural traditions and serve as a hub for cultural exchange.
• Game Fishing Competitions: Leveraging the district’s coastal resources to host fishing events, appealing to niche tourism markets.

Additionally, the MoU emphasizes capacity-building programs, including training for tour guides and guest management, to equip local residents with the skills necessary to support and sustain tourism development.

Leadership Perspectives

Hon. Peter Isoaimo, Member for Kairuku District, expressed enthusiasm for the partnership, highlighting the district’s diverse attractions, from the historical significance of Yule Island to vibrant festivals and pristine coastlines. He stated, “This MoU paves the way for these assets to be showcased to the world, bringing long-term benefits to our communities.”

TPA’s CEO, Eric Mossman Uvovo, emphasized the transformative potential of the collaboration, noting that it aligns with national tourism goals outlined in Vision 2050 and the Tourism Sector Development Plan (2022-2026). He remarked, “Together, we will develop a vibrant and sustainable tourism sector that celebrates the district’s rich cultural heritage while providing economic opportunities for local communities.”

Framework for Success

The MoU establishes a Joint Milestones Matrix (JMM) to track progress and ensure that development initiatives remain aligned with both national and district objectives. This structured approach aims to foster governance, accountability, and collaborative action between TPA and Kairuku DDA.

This partnership is part of a series of strategic collaborations by TPA to enhance tourism across various regions.

For instance, TPA has engaged in similar agreements with other districts to drive sustainable tourism development, focusing on capacity building and infrastructure improvement. These efforts are in line with the Tourism Sector Development Plan (2022-2026), which provides a framework for developing Papua New Guinea’s tourism sector.
