Canada Tightens Visitor Visa Rules as Entry Decisions Become More Discretionary

Canadian visitor visa policy will be more individualistic by 2026, but at the same time, it must be noted that the assertion that IRCC does not issue multiple-entry 10-year visas is not entirely accurate. IRCC has not banned multiple-entry Temporary Resident Visas (TRVs) in its official policies. In accordance with the official policy of IRCC, a visa officer is entitled to grant either single- or multiple-entry visas. The validity period of a multiple-entry visa could be 10 years or until the expiry of the passport/biometrics.
Canada Visitor Visa Decisions Remain Officer-Led
IRCC’s updated guidance, modified on 1 September 2026, makes clear that applicants do not choose between single-entry and multiple-entry visas themselves. Officers assess the application and determine which type is appropriate.
A single-entry visa can be issued where the purpose of travel is limited, including certain one-time events, celebrations or tours. IRCC also lists short-term studies and work without a permit, as well as country-specific procedures, among circumstances where a single-entry visa may be issued.
That means travellers attending a particular conference, event or one-off tour should not assume that approval automatically brings a decade of repeat access to Canada.

A 10-Year Visa Is Not a 10-Year Stay
One of the most important distinctions for international visitors is the difference between visa validity and permitted stay.
Even when a multiple-entry visitor visa is valid for several years, it does not give a traveller the right to remain in Canada for that entire period. Most visitors are normally allowed to stay for up to six months after each entry, although a border services officer can authorise a shorter or longer period depending on the circumstances.
The expiry date printed on the visa is primarily the deadline by which the traveller must arrive in Canada. The permitted length of stay is determined separately at the border.
Travel Plans And Departure Evidence Matter
For applicants, the documentation surrounding the proposed trip remains important.

IRCC says visitor visa applicants should provide documents showing how long they intend to stay and what they plan to do in Canada. Examples include flight details, accommodation evidence and event registration.
Applicants must also convince an immigration officer that they have sufficient ties to their home country and will leave Canada at the end of the authorised visit. Financial resources for the trip are another core consideration.
For travellers, this makes a coherent itinerary particularly useful. A confirmed hotel, realistic travel schedule, return arrangements and evidence supporting the stated purpose can help demonstrate that the proposed visit is temporary.
Health Insurance Claim Needs Careful Context
The claim that all general leisure visitors must now show health insurance at Canadian ports of entry is not supported by the current general visitor-visa guidance.
IRCC does have specific insurance requirements for programmes such as International Experience Canada, where participants must have insurance covering medical care, hospitalisation and repatriation for their stay.
Those rules should not be presented as a universal new insurance requirement for ordinary tourists.
Travellers should nevertheless understand that Canada does not treat a valid visa as an automatic guarantee of admission.
Border Officers Still Have The Final Say
At the Canadian border, a valid visitor visa and travel document do not by themselves guarantee entry.
Border services officers verify identity and assess whether the traveller meets Canada’s entry requirements. Officers can also determine how long an admitted visitor may remain in the country. Travellers can be refused entry if they do not satisfy the applicable requirements or provide false or incomplete information.
This distinction is increasingly important for repeat visitors. Holding a previously issued visa does not remove the requirement to demonstrate eligibility every time a traveller seeks entry.
What Travellers Should Prepare In 2026
The practical advice for any tourist intending a trip to Canada is thus clear. Bring along proof of the reason, length, accommodations, transport, and financial status of your trip. Tourists also need to be prepared to justify their plans and show that they will be leaving Canada at the end of their authorised stay. The important policy implication here, however, is not that of the end of the 10 year Canadian visitor visa. It is rather the continuing shift towards discretion, whereby the validity of a visa rests on an individual’s judgment and not an automatic assumption of multi-entry visits.
