Local authorities need to use local resources to research and complete the work of satellite monitoring. With local restrictions, announced changes in local official temperature readings along with the water quality measures will be the indicators of the next major shifts. Presently available data indicates that travel should continue without restrictions, but with a reasonable degree of monitoring.
